Waste and Recycling Consortium

The Southwest Ohio Regional Refuse Consortium (SWORRE) is a joint bid for solid waste and recycling services. Jointly bidding can increase competition for the contract and can provide communities with greater leverage when it comes to issues like customer service.

CLG staff work with a SWORRE bidding group to identify the services they want to collectively and individually provide.  Collective services are bid together, individual services are placed in an “Exhibit E” document in each government’s contract and individually priced (based on pricing laid out in the SWORRE bid sheet).  Governments split the cost of bid advertising and legal counsel.

Although governments bid together, each community that participates in SWORRE signs an individual (although substantially identical) contract with the vendor.
